On Friday, 5 December, the OECD and the European Commission’s Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) will host the launch of their new joint publication: Social Economy in Europe: Contributing to Competitiveness and Prosperity.

The Case for a Stronger Social Economy in Europe

Did you know that more than 4.3 million social economy entities operate across the EU, employing around 6.3% of the workforce ? According to the 2025 Eurobarometer on the Social Economy, three-quarters of Europeans consider the social economy essential to the well-being of society. 

 

This new joint OECD/EU report highlights how social economy organisations are transforming care and housing services, and examines the institutional, fiscal, and business support frameworks that enable them to innovate, grow, and deliver societal value. Packed with evidence, country examples, and actionable recommendations, it provides a strategic roadmap for strengthening policy environments where the social economy can fully contribute to Europe’s competitiveness and prosperity.

About this event

This online launch event will introduce the report’s key findings and open a high-level discussion on three major themes shaping the future of the social economy in Europe:

  • Enabling conditions: how governance, taxation, and support mechanisms can create a fertile environment for social economy actors.
  • Sectoral applications: how social economy organisations are driving new solutions in care services and housing.
  • Strategic insights: the evidence and policy recommendations that can help public authorities and ecosystems scale impact.

 

Speakers from the European Commission and the OECD will open the session, followed by two focused discussions on enabling frameworks and sectoral innovations, before concluding with closing remarks.
