Harnessing social innovation for public policy-making

Produced as part of the BIRDS European collaboration, of which Avise is a member, this document focuses on the mobilisation of social innovation in the development of public policies promoting ecological and solidarity-based transition, through cross-sectoral collaborations.

Breaking down barriers between social innovation stakeholders

Avise has been mandated by the European Commission to lead the National Centre of Competence for Social Innovation for France

As such, Avise coordinates and participates in a transnational collaboration project between the National Competence Centres for Social Innovation of France, Portugal, Spain and Sweden: the BIRDS consortium, from 2024 to 2027. The aim is to professionalise these National Competence Centres and build capacity towards social innovation stakeholders by working on strengthening regional ecosystems, impact evaluation, upscaling and funding of social innovation.

One of Avise's key activities in this project is to explore opportunities to break down barriers between social innovation actors, whether they come from the social and solidarity economy, the public sphere or other sectors.

Wishing to benefit from high-quality output and an outside perspective, drawing on the research and training expertise, Avise commissioned four students from the École Urbaine de Sciences Po Paris to provide answers to the question: ‘How can social innovation be better mobilised in the development of public policies for ecological and solidarity-based transition?


This work led to the production of several deliverables, which are summarised and compiled here in a single document to facilitate overall understanding and dissemination.


With the exception of the chapter devoted to the analysis of three fields of observation "Field Analysis" and the chapter "Recommendations," which consist of an exact reproduction of the content produced by the students, this document is a summary of their work.
