European and international partners of Avise
Cooperation with European and international institutions
Avise is co-financed by the European Union for its missions both at the French and the transnational levels. In view of its roles of the ESF+ Intermediate Body, the National Competence Centre for social innovation and the National Contact Point for the EaSI programme, Avise cooperates closely with the European Commission, in particular with the Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL). Furthermore, it takes an active part in the European Social Innovation+ Initiative (SI+I), meant to help transfer and upscale innovative solutions to societal challenges.
In a broader international context, Avise collaborates with the Organisation for Economic Cooperation and Development (OECD). It participates in the OECD’s events and works, for instance the report “Starting, Scaling and Sustaining Social Innovation: Evidence and Impact of the European Social Fund” (2025).
Membership in transnational networks
Avise is member of several transnational networks, active at the European and international level, namely Euclid Network, DIESIS and SOGA. In view of its role of the animator of the Social Value France national network branch, Avise is also partnering with the Social Value International. Besides of being an official member of Euclid Network, DIESIS, SOGA and Social Value International, Avise is committed to monitoring other transnational networks, their updates and publications, as well as to actively participate in their events and projects. The aim is to better understand the SSE and social innovation ecosystems across borders, in terms of the current state of play, upcoming opportunities and challenges. The final objective of Avise is to share these insights with French stakeholders of SSE and social innovation. For this reason, Avise mapped and described around 20 transnational networks active in Europe and worldwide.
Involvement in transnational projects
Mandated by the European Commission to be the National Competence Centre for Social Innovation (NCCSI) for France in Europe, Avise has been involved in two major projects, in form of a transnational consortium, aiming to foster development of social innovation ecosystems and cooperation between NCCSIs in various countries.
2024 – 2027: The BIRDS project

BIRDS (Boosting Initiatives & Resources to Develop Social Innovation) is a transnational collaboration project between the NCCSIs of France, Portugal, Spain and Sweden. The aim is to professionalise these NCCSIs and build capacity towards social innovation stakeholders, by working on strengthening regional ecosystems, impact evaluation, upscaling and funding of social innovation initiatives. The BIRDS project is co-funded by the EU through the Social Innovation+ Initiative, as part of five transnational consortia from 2024 to 2027. It capitalises on works of a previous project, BuiCaSuS, operated from 2021 to 2023.
The partners of the BIRDS consortium are:
- Avise (France - coordinator);
- Portugal Social Innovation and Cohesion & Development Agency (Portugal);
- The Ministry of Social Rights, Consumers and Agenda 2030 (Spain);
- The Forum for Social Innovation (Sweden).
2021-2023: The BuiCaSuS project

BuiCaSuS (Building Capacity for a Sustainable Society) was a transnational cooperation project operated from 2021 to 2023 by 7 partners from 4 European countries - Spain, Latvia, France and Sweden. It aimed to foster transnational cooperation and mutual learning to set up or consolidate NCCSIs, in close alignment with the current and future programming activities of the European Social Fund and the EaSI programme.
It was composed of the following partners:
- Spain: The Administration Unity of the European Social Fund (coordinator) and The Ministry of Social Rights, Consumers and Agenda 2030;
- Latvia: The Society Integration Foundation;
- France: Avise;
- Sweden: The Forum for Social Innovation, Inkludera and Reach for Change.
